VETASSESS 职业教育培训评估服务机构（VETASSESS VocationalEducation and Training Assessment Services）主要是评估澳大利亚Skilled migration中的一般技术移民计划 General Skilled Migration program (GSM) 和雇主提名计划EmployerNomination Scheme (ENS) 中的 50 分及 40 分职业。

VETASSESS 评估的职业范围包括

这个机构所评估的专业可以从移民局的1121i表查询到。一般来说VETASSESS评估的专业都非常容易，比如专业类工作，只要有学位就可以评估到，不看申请人的学习内容和工作经验的。但是就在今天，2009.10.29，澳大利亚留学网时间得到移民职业评估机构VETASSESS的最新通知，从2010年1月1日起，凡是属于VETASSESS评估的职业将采用新的标准，新标准主要有两个：

1. 职业和学历的相关性高度关联，并且

2  需要1年工作或者在职培训经验，如果相关性低甚至要更多工作经验。

为了给在澳洲留学的留学生一个缓冲，该机构对境内留学生使用了过渡政策，如果申请人可以满足485申请的条件，则可以申请到职业评估的第一阶段，等申请人满足了一年工作经验，则可以完成第二阶段，正式拿到职业评估。

笔者认为，此举有很大影响，举例来说明：

第一：凡是在VETASSESS清单的申请人，无论雅思高低，均不可以直接申请移民，需要完成一年工作。

举例来说，Tom是学习市场营销的，职业评估类别为50分的营销专家，澳洲本硕连读3年，而且获得了雅思全7分，（按照目前政策满足了120移民分），但是因为没有工作经验，无法直接完成职业评估，所以需要完成工作才可以申请移民。TOM只有先申请TR再转PR。

对策：在完成本科后就从事工作经验，到时候毕业就积累了一年工作经验了。

第二：亲属担保类的移民，如果职业也在VETASSESS评估职业里面，本来只要100分直接移民，现在2010年新政策下也要有一年经验先。

对策：职业评估对照有很多技巧，如果是学商科的可以考虑增加些课程，完成非vetassess评估，则可能无需一年工作。比如申请人学经济学，增加2个科目可以变成助理会计师。

第三：专业不在清单上的，或者非常不相关的职业，则需要2年工作经验。

对策：在申请学校的时候，规划好专业和移民职业的关系，争取在第一时间定好移民规划。

第四：职业非60专业的申请人，如果无法做到1年工作经验，则无法继续申请移民。

对策：用好一次的TR机会，早点转换60分专业，再递交TR；或者最后一步，离境回国工作，然后满足条件后再申请移民。

总之，澳大利亚越来越喜欢有工作经验的申请人，移民和就业也越来越挂钩，找到工作就留，找不到工作就去其他地方就业。由于VETASSESS负责大部分40和50分专业的职业评估，约有200个，所以属于非60分职业的申请人要早点做出准备，约见你的持牌移民顾问，优化你的留学移民方案。

Changes to VETASSESS Assessment Process from 1 January 2010

I am writing to advise you that VETASSESS is changing the assessment requirements for its “generalist occupations.”

From 1 January 2010, in order to receive a positive Skills Assessment, applicants will need:

to hold a qualification which is assessed at therequired educational level in a highly relevant field of study to thenominated occupation;
and
at least one year ofrelevant employment for all occupations. For some occupations, eitherone or two additional years of employment is required if thequalification/s has a shortfall in content relevance.  Employment musthave been completed in the last five years.

VETASSESSis the Gazetted Assessing Authority for pre-migration SkillsAssessments for over 200 occupations on the Skilled Occupation List. Inconsultation with DIAC, VETASSESS has been revising its assessmentprocedures for its “general occupations”, i.e. occupations in ASCOManagerial, Administrative, Professional and Associate Professionalcategories. These changes will be implemented on 1 January 2010 andwill ensure that migrants have the relevant skills and qualificationsfor employment in Australia in their nominated occupations. Though ourassessment for the general occupations is for migration purposes only,we expect that the revised assessment will improve applicants’ jobreadiness and prospects to secure employment in their nominated fieldin Australia. 

Special arrangements for Skills Assessment for the purpose of a Skilled – Graduate (Temporary) visa (subclass 485)

VETASSESSwill offer a Stage 1 Skills Assessment (educational assessment only)for on-shore international students who need a Skills Assessment forthe purpose of a Skilled Graduate – Graduate Temporary (subclass 485)visa.  The educational assessment will require a qualification atAustralian Bachelor degree level in a field of study of high relevanceto the nominated occupation. The nominated VETASSESS occupation needsto be in the ASCO Managerial, Administrative or Professionalcategories, i.e. in ASCO Major Groups 1 or 2.   DIAC will require afull Skills Assessment (qualifications and employment) to support anapplication for permanent migration. Those applicants who have apositive Stage 1 educational assessment for the purpose of a 485 visamay reapply to VETASSESS for the full assessment (Stage 1 and 2) oncethey have evidence of the required employment experience for theirnominated occupation.
We hope that this special arrangement for 485visa applicants will provide on-shore international students who lackrelevant employment in their nominated occupation with the opportunityto gain that experience.  

Overview of the revised assessment process

All VETASSESS general occupations have been grouped into four groups- A, B, C and D.  Although all of these groups have assessment criteriawhich require relevant employment/on-the-job training at an appropriatelevel, they are differentiated by their educational requirements. GroupA occupations require an Australian Bachelor degree or comparable levelqualification in a highly relevant field for entry to the occupation.Group B occupations also require a qualification at this level but notnecessarily in a highly relevant field of study. Group C occupationsrequire an Australian Associate Degree/AQF Diploma/Advanced Diploma orcomparable qualification.  Group D occupations require an AQFCertificate IV or comparable qualification.

Please find attachedlists of occupations in Groups A, B, C and D together with theassessment criteria for each of those groups.

Expiry date for Skills Assessments

AllSkills Assessments issued under the new arrangements will have avalidity period of two years.  The expiry date will be twenty fourmonths from the date of issue of the original Skills Assessment.

Transition arrangements

All newapplications received from January 2010 will be assessed under the newprocess.  VETASSESS recommends that applicants who apply in 2009 shouldsubmit all relevant documents and payment by 18 December 2009 to ensurethat their application is assessed under the current system. Otherwise, the new criteria may apply.  For applications received byVETASSESS in 2009, DIAC has allowed a three-month grace period fromJanuary to March 2010 for VETASSESS to finalise its pipeline cases forthe general occupations.  However, no applications under the oldprocess will be accepted in 2010.
DIAC has advised assessing authorities that they will introduceANZSCO to the skilled migration program later in 2010.  VETASSESS willconsult with DIAC about the transition arrangements from ASCO toANZSCO.

Occupational profiles

VETASSESS has developedlists of relevant fields of study and relevant tasks for its generaloccupations.  It is in the process of contacting relevant industry andprofessional bodies for feedback on those occupational profiles. 

A range of resources were used to develop these occupationalprofiles including the Department of Immigration and Citizenship’sAustralian Skills Recognition Information (ASRI) website; theAustralian Bureau of Statistics websites for ASCO and ASCED (theAustralian Standard Classification of Education); the Department ofEducation, Employment and Workplace Relations website for Job Guide;the Occupational Information Network (O*NET) website sponsored by theUS Department of Labor/Employment and Training Administration; andeducation provider websites.

It is hoped that the changes to ourassessment process will provide the relevant registration, licensingand professional associations in Australia with a pool of more suitableapplicants. We note that many of these authorities have additionalrequirements for registration, licensing or membership. VETASSESS willcontinue to advise applicants accordingly.  We may provide applicantswith further information on the occupation, including links to relevantorganisations.
